It\u2019s a great way to meet people, get references, grow your network and to potentially save money on accommodation and food if you get room and board.<\/p>\n<p>So, technically, if you don\u2019t get paid, do you need a work visa to volunteer in Canada?<\/p>\n<p>\u201cGood question,\u201d said the Government of Canada. \u201cWhat is work, really?\u201d And so it came up with a set of policies, procedures and guidance Immigration, Refugees and Citizenship Canada employees can use to see if a work visa is needed.<\/p>\n<p>Two relevant instructions are available to the public:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/publications-manuals\/operational-bulletins-manuals\/temporary-residents\/foreign-workers\/work-without-permit\/authorization-work-without-work-permit-assessing-farm-work.html\">International Mobility Program: Authorization to work without a work permit \u2013 Assessing farm work<\/a><\/li>\n<li><a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/publications-manuals\/operational-bulletins-manuals\/temporary-residents\/foreign-workers\/what-is-work.html\">Temporary Foreign Worker and International Mobility Programs: What is work?<\/a><\/li>\n<\/ul>\n<p>If you\u2019re a Working Holiday permit holder, you\u2019re all good. You must have other plans for the majority of your stay (i.e. tourism, visiting friends, etc.).<\/li>\n<li>You can\u2019t compete directly with Canadian citizens or permanent residents in the Canadian labour market and your volunteer activities must be part-time. Basically, you can\u2019t \u201ctake away\u201d from opportunities for Canadians or permanent residents.<\/li>\n<li>You can\u2019t work on the same farm for more than four weeks (otherwise, you\u2019re considered a worker).<\/li>\n<li>You must be volunteering in a non-commercial farm, defined as followed: \u201ca farm where the farm family provides much of the capital and labour for the farm and where the production of agricultural products is to provide for the basic needs of the family, with little extra to sell for the profit of the family.\u201d Basically, you can\u2019t volunteer in a commercial farm, i.e. \u201ccommercial venture undertaken with an expectation of profit.\u201d<\/li>\n<\/ul>\n<h4>Guidelines to assess commercial enterprises vs. non-commercial enterprises<\/h4>\n<p>Immigration, Refugees and Citizenship Canada employees will typically make the following assessments:<\/p>\n<ul>\n<li>A farm which is also an ecotourism centre or a bed and breakfast is considered a \u201ccommercial enterprise.\u201d<\/li>\n<li>A farm growing vegetables or fruits typically needs extra labour during planting and harvest seasons therefore volunteers could be entering the labour market.<\/li>\n<li>A youth hostel is a commercial enterprise, so you do need a work permit if you help at the front desk or if you clean the dorms and common areas.<\/li>\n<li>Large farms are typically considered \u201ccommercial farms.\u201d<\/li>\n<li>A farm selling to wholesalers or grocery chains generally indicates a commercial enterprise due to the larger volumes.<\/li>\n<\/ul>\n<p>Don\u2019t forget that it\u2019s up to the Immigration, Refugees and Citizenship Canada agent to determine whether you need a work permit or not.
