This document issued by Employment and Social Development Canada confirms the need to hire a temporary foreign worker because no Canadians can do the job.<\/p>\n<p>However, work permits issued under the International Mobility Program (IMP) are exempt from an LMIA, including the Young Professionals and International Co-op (internship) work permit, as well as the Francophone Mobility.<\/p>\n<p>Instead, employers hiring foreign workers through the International Mobility Program (IMP) have two main obligations:<\/p>\n<ul>\n<li>They must submit an offer of employment<\/li>\n<li>They must pay the CA$230 \u201cemployer compliance fee\u201d<\/li>\n<\/ul>\n<p>Note that Working Holiday permit holders and their employer(s) in Canada don\u2019t have to go through the process described below. The Working Holiday permit is an <a href=\"https:\/\/pvtistes.net\/en\/open-and-closed-work-permit-canada\/\" rel=\"noopener\" target=\"_blank\">open work permit<\/a>, and holders aren\u2019t tied to an employer.<\/p>\n<h4>Hiring a foreign worker through the IMP \u2013 Overview<\/h4>\n<p><strong>Step\u00a01 \u2013<\/strong> The employer must create an account through the <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/partners-service-providers\/employer-portal.html\" rel=\"noopener\" target=\"_blank\">Employer Portal<\/a> and submit an offer of employment form. The offer must include information about the company, the foreign worker you\u2019d like to hire, the job details, as well as wages and benefits.<\/p>\n<p><strong>Step\u00a02 \u2013<\/strong> The employer must pay the CA$230 \u201cemployer compliance fee.\u201d<\/p>\n<p><strong>Step\u00a03 \u2013<\/strong> An offer of employment number will be generated a few hours after the fee is paid. This seven-digit number must be provided to the work permit applicant to continue the process.<\/p>\n<h4>When should the employer complete their part of the foreign worker permit application process?<\/h4>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/pvtistes.net\/wp-content\/uploads\/2023\/10\/hiring-a-young-professionals.png\" alt=\"Hiring a Young Professionals\" width=\"1800\" height=\"754\" class=\"alignnone size-full wp-image-414918\" srcset=\"https:\/\/pvtistes.net\/wp-content\/uploads\/2023\/10\/hiring-a-young-professionals.png 1800w, https:\/\/pvtistes.net\/wp-content\/uploads\/2023\/10\/hiring-a-young-professionals-300x126.png 300w, https:\/\/pvtistes.net\/wp-content\/uploads\/2023\/10\/hiring-a-young-professionals-768x322.png 768w, https:\/\/pvtistes.net\/wp-content\/uploads\/2023\/10\/hiring-a-young-professionals-1024x429.png 1024w\" sizes=\"auto, (max-width: 1800px) 100vw, 1800px\" \/><\/p>\n<p>Employers hiring an LMIA-exempt foreign worker must submit the job offer and pay the fee before the applicant submits their full work permit application.<\/p>\n<p>The employer should do so once the applicant has received the invitation to apply. From the moment the letter is received, the applicant has ten days to accept or refuse it. Then, if the applicant accepts it, they have another 20\u00a0days to submit the full application, including the offer of employment number.<\/p>\n<p>Another option is for the employer to complete their part of the process as soon as the applicant submits their profile to the pool. However, if the applicant doesn\u2019t receive an invitation to apply (e.g. the IEC season ended), then the employer must get the compliance fee refunded.<\/p>\n<h4>Hiring a foreign worker through the IMP \u2013 Step-by-step process<\/h4>\n<p><strong>Step\u00a01 \u2013 Create an account on the Employer Portal<\/strong><\/p>\n<p>As an employer, your first step is creating an account on the <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/partners-service-providers\/employer-portal.html\" rel=\"noopener\" target=\"_blank\">Employer Portal<\/a>. You already have one if you\u2019ve submitted an offer of employment in the past. You can use the same credentials.<\/p>\n<p>A full enrollment guide is available <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/partners-service-providers\/employer-portal\/enrolment-guide.html\" rel=\"noopener\" target=\"_blank\">in English<\/a> and <a href=\"https:\/\/www.canada.ca\/fr\/immigration-refugies-citoyennete\/organisation\/partenaires-fournisseurs-services\/portail-employeurs\/guide-inscription.html\" rel=\"noopener\" target=\"_blank\">in French<\/a> to help employers navigate the account creation process but it\u2019s pretty straightforward. You can either create a\u00a0GCKey, choosing a username and password,\u00a0or\u00a0use the Sign-In Partner\u00a0to access the Employer Portal through your financial institution.<\/p>\n<p>Once logged in, you will have to answer a few questions, create your own security questions, complete the business primary contact information and\u00a0information form, and\u00a0sign your enrollment request electronically to complete the process.<\/p>\n<p>A few minutes or hours later, you will receive an email saying that your account is active.<\/p>\n<p>The most common reason for an enrollment request to be refused is when your business already has an Employer Portal account. In this case, simply sign in to the existing account.<\/p>\n<p><strong>Step\u00a02 \u2013 Create an offer of employment<\/strong><\/p>\n<p>Once you\u2019ve successfully enrolled, you may create a new offer of employment. If you need help along the way, check the Employer Portal user guide <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/partners-service-providers\/employer-portal\/user-guide.html#s04\" rel=\"noopener\" target=\"_blank\">in English<\/a> or <a href=\"https:\/\/www.canada.ca\/fr\/immigration-refugies-citoyennete\/organisation\/partenaires-fournisseurs-services\/portail-employeurs\/guide-utilisation.html\" rel=\"noopener\" target=\"_blank\">French<\/a>.<\/p>\n<p>To get started, click \u201cSubmit an offer of employment\u201d under \u201cWhat would you like to do today?\u201d<\/p>\n<p>You will need to provide information about:<\/p>\n<ul>\n<li>Your business (phone number, address, etc.)<\/li>\n<li>The foreign worker<\/li>\n<li>Job details (job title, NIC code, etc.)<\/li>\n<li>Wage and benefits<\/li>\n<\/ul>\n<p>Some communication with the foreign worker will be required at this stage to fill out the form because information has to be entered exactly as shown on their passport (e.g. middle name[s], passport number, etc.). It may be helpful to ask the foreign worker for a copy of their passport to avoid any mistakes and processing delays.\u00a0<\/p>\n<p><strong>IMPORTANT NOTE \u2013 LMIA exemption title section<\/strong><\/p>\n<p>At this stage, you will have to select the exemption title\u00a0<strong>that applies to the job position<\/strong>\u00a0from the drop-down menu. For Young Professionals and International Co-op permit applicants, it\u2019s <strong>C21 \u2013 International Experience Canada Program<\/strong>. For Young Professionals and International Co-op (Internship) applicants, choose Bilateral agreements and arrangements under the IEC program.<\/p>\n<p>Employers hiring a Young Professionals or International Co-op (Internship) permit holder are NOT exempt from paying the employer compliance fee. You will have to answer \u201cYes I will be paying the employer compliance fee for this offer of employment\u201d\u00a0and complete the online payment form. The fee is CA$230.<\/p>\n<p><strong>Step\u00a03 \u2013 Share the offer of employment number with the foreign worker<\/strong><\/p>\n<p>The offer of employment number is a 7-digit number, starting with the letter \u201cA\u201d (e.g. \u201cA12345678\u201d).
