Good phone support, clear information, and a document submission process that’s still simple after doing it once. (Ideally, you create a file with the necessary documents, and then just send the invoice for another submission.)
I haven’t had much experience with larger refunds (>€500), but it was also fine the time it happened.

When I needed to be reimbursed for medical appointments, sometimes it can take 8 weeks or 1 week. It depends on the crowd I guess.
