Hi all,
I'm trying to fill out the initial IEC profile application questionnaire to be able to apply for a Working Holiday Permit to Canada. I'm from the UK (GBR), and am in the right age bracket. I intend to work and travel and stay temporarily. The 2026 pools opened in the last couple days.

I've gone through the entire questionnaire a few times and every time it says:
International Experience Canada

Based on the answers you provided, it seems you are not eligible to come to Canada through International Experience Canada because:

  • the pool(s) for your country/territory are closed, or
  • your country/territory does not currently have a Youth Mobility Arrangement with Canada. Please consult the IEC Eligibility requirements to see which countries/territories have an arrangement with IEC.





In the questionnaire it asked are "What is your country/territory of permanent residence?" to which the only answer I could put was England as UK or Great Britain was not on the list. I'm thinking this could be an error in their systems and the reason the issue is occurring? Funnily enough they asked this question twice.


I'm not a student so I don't intend to "do a work placement or internship in Canada as part of your studies".

Under "Do you have a signed letter of offer, contract of employment, or internship agreement from an employer in Canada?" I answered No, as far as I'm aware you don't need to have a job lined up before entering the country. I also answered No to "Do you have a letter proving one of the following IEC Recognized Organizations will help you plan your trip or find work in Canada?" for the same reason.

Can anyone help me? Am I missing something vital that is the reason I am ineligible for the WHP? Is it a system error on the website's side of things?

    Just to say you’re not alone. I’m having the exact same issue, but I’m French.


    I created my account on the official Canadian government website and followed the pvtistes.net guide step by step. Everything seems fine until the very end of the IEC questionnaire, where I get the same message saying I’m not eligible due to pools being closed or no agreement with my country, which obviously doesn’t make sense.


    Like you, I’m in the right age range, I plan to work and travel temporarily in Canada, I’m not a student, I don’t have a job offer, and I didn’t select a Recognized Organization, which is totally normal for a Working Holiday permit.


    Seeing that this is happening to people from different countries (UK and France at least) really makes me think this might be a system issue or a temporary bug on the IEC website rather than something we’re doing wrong.


    If anyone else is experiencing the same thing or has found a workaround, I’d be really interested to hear it.
